Hydrophilic binary systems comprising cyclosporine, hydrophilic phase and a surfactant for the administration of cyclosporine

A binary cyclosporine pharmaceutical composition comprises: a) a cyclosporine such as cyclosporin A; b) a hydrophilic phase such as ethanol, benzyl alcohol, propylene glycol, water, or glycerol and c) a surfactant such as polyoxyl 35 castor oil or polyoxyl 40 hydrogenated caster oil; provided that component (b) is not a C1-5 alkyl or tetrahydrofurfuryl di- or partial ester of a low MW mono- or poly-oxy alkanediol and component (c) is not an ethylene oxide/propylene oxide block copolymer.
