PROBLEM TO BE SOLVED: To make a price decision acquired by devising the convenience of a bidder and simultaneously considering a procuring process of a seller by performing a bid while adapting to the characteristic of an object needing a lead time. SOLUTION: A bid object registering device 31 makes an object in the middle of a procuring process an auction object as a virtual stock and registers the object being a bid object in the case of making a bid for the offer of the object needing time for procurement. A various situations storage device 32 stores various situations information including the procurement proceeding situation information on the registered object and a successful bid situation information. A bid object article revealing device 33 reveals the various bid situations information online. A bid receiving device 34 receives a new bid and a change of the bid price that has already been bid even in the middle of a procuring process. A successful bidder deciding device 35 changes successful bidders and updates the various bid situations information within the range of a prescribed condition at any time.
