PROBLEM TO BE SOLVED: To improve reliability by protecting a module battery by a second protection means for detecting the terminal voltage of the module battery, even if a first protection means for detecting the voltage between the terminals of the secondary battery fails. SOLUTION: In the protection and recharging devices of a module battery 2, where a plurality of secondary batteries 1 are connected in series, the voltage between the terminals of the secondary battery 1 is detected and a signal for stopping the charging/discharging of the module battery 2 is outputted, when the voltage is outside a specific range by a first protection means 5, and the voltage between the terminals of the module battery 2 is detected and a signal for stopping the charging/discharging of the module battery 2 is outputted when the voltage is outside the specific range.
