PROBLEM TO BE SOLVED: To stably produce a material used for packaging an embossed polymer battery, having superior property of protecting and molding the polymer battery. SOLUTION: This packaging material is a laminate forming an embossed outer package composed of, at least a substrate layer, adhesive layer, formation treatment layer, aluminum, formation treatment layer, adhesive layer and an innermost layer. The production method comprises applying formation treatment to the single side of the aluminum, laminating a substrate on the surface of the formation treatment layer, then applying formation treatment to the non- treating surface of the aluminum and laminating a heat-sealing layer on the treatment surface. The formation treatment is chromating and phosphating and the lamination is carried out through dry laminating.
