PROBLEM TO BE SOLVED: To fast perform key exchange in the case of performing cipher communication using a key in a network in which secrecy is not guaranteed. SOLUTION: The processing quantity needed for key exchange processing is reduced by using a key exchanged by using a network in which secrecy where there is seldom a possibility of being intercepted by a third person is guaranteed as the key of the cipher communication so as to eliminate the used for performing intensive cipher processing to the key itself.
