PROBLEM TO BE SOLVED: To remarkably reduce the man-hours and the construction cost, and to remarkably improve the working environment while enabling the integral forming of urethane with glass mesh by only foaming the urethane at a construction field, to remarkably improve the thickness accuracy, and to form a heat insulating layer smoothly and evenly finished over the whole area of the wall surface. SOLUTION: In the condition that a roller 10 is pushed to a surface of a spacer 9 previously attached in straight to a heat insulation construction wall surface W of a low-temperature tank, a constructing device A provided with a presser plate 12 facing to the heat insulation construction wall surface W and an urethane filling head 16 or the like is elevated for traveling along the spacer 9, and the glass mesh 6 is delivered in order and while the urethane raw liquid is filled between the glass mesh 6 and the heat insulation construction wall surface W, and the urethane raw liquid foams so as to construct a heat insulating layer 7A-1 in a unit construction block integrally formed with a PUF 5 and the glass mesh 6. This construction is repeated so as to construct the heat insulating layer 7 over the whole area of the wall surface W. After the construction, a glass mesh 18 for joint is attached so as to be overlapped with the joint part.
