PROBLEM TO BE SOLVED: To provide information about effectiveness of a television commercial program with to viewers before the television commercial program is broadcast. SOLUTION: The system tests a broadcast program by monitoring reaction of a person acting as a testee, is provided with a means that supplies a broadcast program receiving the effect of a test included in a plurality of recorded programs, a means that selects an optional one of a plurality of recorded programs for viewing at any time in response to the selection of the testee, a means that encodes a plurality of the recorded programs by respective codes, a means that detects codes resulting from coding all of the recorded programs viewed by the testee, and a means that utilizes the code detected for the period to monitor the program selection by the testee.
