PROBLEM TO BE SOLVED: To easily and accurately realize a communication test between terminal offices to each other and to easily grasp fault occurrence. SOLUTION: This pseudo network providing system for testing an action of a network between the terminal offices, is provided with a storing means 4 storing the information of the network, a packet generating means 7 which is for generating a protocol packet having the information of a network to which the terminal offices belong and transmitting the protocol packet to the terminal offices on the basis of path information obtained from the network information of the storing means, and packet transfer processing means 5, 6, 8, 10 which transfer a packet from the terminal office connected to the network to the opposite terminal office and perform packet delay, packet life correction and packet loss generation on the basis of the network information of the storing means as an occasion demands.
