PROBLEM TO BE SOLVED: To suppress processing delay needed for relay and to reduce a device cost needed for the relay by making a voice transmitter relay an ATM cell at a relay position in a voiceband signal transmission system that makes a voiceband signal an ATM cell and transmits the voiceband signal in a network. SOLUTION: A voiceband signal and signaling information obtained from an exchange through an exchange interface part 101 are assembled into an ATM cell by a cell assembling part 104 and transmitted to a transmission line from a transmission interface part 106. In such a case, a DP detecting part 102 detects a DP signal of a dial pulse from the received signaling information, and a PB detecting part 103 detects a PB signal from the received voiceband signal. The detection notification of the DP and the DB is received, the dial information received from the exchange is analyzed, and a call out direction electing part 105 decides the header of the ATM cell assembled by the part 104 by referring to a direction selection table 108. Thus, the voice transmitter rewrites and transfers the header of the received ATM cell.
