PROBLEM TO BE SOLVED: To output an image high in quality by preventing the color tone from being changed, suppressing the color saturation from being deteriorated and reducing a sense of grainness. SOLUTION: A size of recording dots to be placed in a pixel area is calculated in multi-level image data whose gradation number is converted by taking the sequence of recorded colors causing much visual effect into account, number of dots in each recorded color to be placed in the pixel area is calculated on the basis of the recorded dots of each recording color with the calculated dot size, and a position at which dots of each recorded color are placed in the pixel area on the basis of the calculated dot size and the calculated dot number and each dot is placed at the decided position.
