PROBLEM TO BE SOLVED: To sharply restrain wearing of a slide segment and a resistor, without having to depend on a special film forming method. SOLUTION: This variable resistor is provided with resistors 2, 3 of a double- layer structure, which are formed on an insulating substrate 1 and a slide segment whose slewing center is positioned at the centers of circular arcs of the resistors 2, 3, and the slide segment pivots in the range of a prescribed angle. Fluorine-based additive, except fluorine based surfactant, is added previously to an upper layer 12 which is composed of phenol resin and constitutes the resistors 2, 3, and surface tension is enhanced. Fluorine oil, containing fluorine- based surfactant, is dripped on the surface of the upper layer 12, and a lubricating film 13 is formed. By the improvement in diffusion property of the fluorine oil which is caused by the fluorine-based surfactant and improvement of adhesive force which is caused by surface tension, the lubricating film 13 is formed uniformly and surely.
