PROBLEM TO BE SOLVED: To obtain a voltage conversion ratio having a rational number, increased power efficiency, and prevent spike currents from flowing between an input terminal and a ground terminal when switching the connection of a capacitor. SOLUTION: When at least one capacitor and a capacitor circuit are composed along with the capacitors, and a positive integer value reflecting the charged voltage of each capacitor is assigned to each capacitor so that charging discharging periods are given to each capacitor, a capacitor with a group of switching elements for changing the connection of the capacitor circuit is provided, and the sum of the integral values when tracing in series between input and ground terminals, that of the integer values when tracing in series between the input and output terminals, and that of integral values tracing in series between the input and output terminals become constant.
