PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing a flat coil, that does not require a large force for formation and does not cause characteristic change depending on the location of a conductor. SOLUTION: A normal winding process for normally winding a conductor as specified around a bobbin with step-shaped guides 51, 52, 54, and 55 with a bend shape, that nearly matches a final shape, and rod-shaped guides 53 and 56 with a groove, and a pressing process for pressing the conductor that has been normally wound, are provided, thus enabling easy, efficient, and stable manufacture using a compact apparatus.
