PROBLEM TO BE SOLVED: To process abnormality economically in real-time in each monitor center when a certain kind of abnormality occurs in a remote plate. SOLUTION: When the abnormality occurs in a site A-1, e.g. and also a center A cannot be called due to in-busy, etc., the center B is called in place of the center A and abnormality information is reported from the site A-1. The center B obtains management information corresponding to the site A-1 from the center A by inter-center communication by a D channel on an ISDN line and updates it by an abnormality processing. Then management information after updating is transferred to the center A and stored.
