SOLUTION: The 1st communicating means 23 of a master station 12 successively transmits a control signal to slave stations 13 to 16 in one direction of a loop transmission line 29, the monitoring means 28 of the station 12 confirms the control signal transmitted from the means 23, when the control signal cannot be confirmed, a 2nd communication means 26 is operated to transmit a control signal in the other direction of the line 29, the means 23 continues to transmit the control signal in one direction of the line 29, and when the means 28 receives the control signal from the means 23, the operation of the means 26 is stopped to halt the transmission of the control signal.
