PURPOSE: An oil-in-water emulsion type cosmetic composition for preventing sunburn comprising an oil soluble polymer and a natural surfactant is provided which is improved in water resistance and reduced in skin irritation. CONSTITUTION: The cosmetic composition comprises 0.5 to 5% by weight of an oil soluble polymer, 1 to 5% by weight of a natural surfactant, 5 to 25% by weight of an ultraviolet absorbing agent, 3 to 20% by weight of an oil phase and 30 to 70% by weight of a water phase. The oil soluble polymer is one or more of a PVP/eicosane copolymer, a PVM/maleic anhydride crosspolymer, a PVP/decene copolymer, a PVP/hexadecene copolymer, an acrylate/octylacrylamide copolymer and an octadecene/maleic anhydride copolymer. The natural surfactant is obtained by polycondensing higher fatty acid or higher alcohol with a hydroxy group of glucose and sucrose.
