<p>PROBLEM TO BE SOLVED: To perform analysis such as the cause pursuit of a heterogeneous value and medical institution evaluation within a standard value by automatically and objectively extracting the standard value and the heterogeneous value on the basis of a medical fee bill. SOLUTION: An each different classification standard value and heterogeneous value extracting means 2 respectively performs statistic processing in each classification (a disease name, a medical institution, an age and the existence/ absence of prescription issuing) being a factor to decide a medical fee claim, calculates the heterogeneous value and the standard value and outputs a heterogeneous value list 6 and different classification standard value statistic data 8. An analysis evaluating and displaying means 9 analyzes the cause pursuit by making the heterogeneous value correspond to the report and medical institution evaluation, etc., by a divergence degree from the medical fee bill other than the heterogeneous value.
