PROBLEM TO BE SOLVED: To provide an integrated information communication system by satellite communication, which secures security and reliability in communication. SOLUTION: In the integrated information system, at least one or above VAN that an ICS user frame having a peculiar ICS user address system ADX incorporates is transmitted without changing the ICS network of an ICS network address system ADS, is converted into the ICS user address system ADX based on the management of a conversion table when it reaches the other objective access controller and it reaches the other outer information communication unit.
