PROBLEM TO BE SOLVED: To provide an information recording medium capable of performing high-density recording/reproducing by suppressing the floating amount of a recording/reproducing head and its recording/reproducing device. SOLUTION: The information recording medium 143 is provided with a recording layer 101 on a flat substrate 100. In the recording layer 101, a servo pattern, management information or the like is recorded beforehand as a magnetic mark by using a servo writer or the like. Since no recessed and projected patterns are necessary in the substrate 100, a slider 103 is floated over the full surface of the medium by a floating amount constant and smaller that of the conventional case. The position control of the slider 103 during information recording is carried out based on a magneto-optical signal from the magnetic mark on the information recording medium. The position control of the slider during information reproducing is carried out by a reproducing magnetic head 105 based on a leaked magnetic field from the magnetic mark.
