PROBLEM TO BE SOLVED: To provide a vehicle detector turning on a signboard at optimal timing for a vehicle, which detects an event, as a vehicle detector for detecting the vehicle from the video signal of a camera. SOLUTION: The position and speed of a vehicle to provide information thereto are fund, time for the relevant vehicle to arrive at a position, where the information can be provided, is predicted and time to provide the information is controlled so that the information can be effectively provided.
