PROBLEM TO BE SOLVED: To detect a mobile object with high accuracy by eliminating the effect of disturbance from moving picture signal coded data. SOLUTION: A moving picture signal processing section 1a decodes an image of an IP frame and outputs a motion vector of a P frame. An inter-frame difference calculation section 1b calculates an inter-frame difference of an IP frame decoded image. A motion vector distribution generating section 1c obtains a motion vector distribution of a macro block with a large inter-frame difference. A motion vector selection section 1d selects a motion vector whose distribution density is high. A mobile body detection section 1e detects the macro block with the large inter-frame difference and a selected motion vector as a mobile object. Selecting a motion vector with a large distribution density can exclude the effect by a distribution.
