PROBLEM TO BE SOLVED: To provide a cosmetic material and/or a dermatological composition which is in the state of an emulsion containing an oily phase that does not impart to a skin an oiliness and/or a feel of stickiness or a shininess, but that has an enough amount to possibly contain a lipophilic surfactant. SOLUTION: The composition is formed in a way that an aqueous dispersion of particles of an elastic polyorganosiloxane is made to introduce into a water phase.
