PROBLEM TO BE SOLVED: To provide a primer composition which shows an excellent adhesion to plastic substrates and yields a primer layer showing little deterioration with the lapse of time, and a silicone laminate showing little deterioration with the lapse of time wherein a substrate and a silicone cured layer are highly attached to each other. SOLUTION: The primer composition essentially comprises (A) an organohydrogen polysiloxane having at least three silicon atom-bound hydrogen atoms within a molecule, (B) a sufficient amount of transition metal catalyst for curing and (C) a sufficient amount of reaction controller for controlling the reaction.
