PROBLEM TO BE SOLVED: To prevent rainwater from stagnating in a permanent gutter provided on a horizontal roof substrate material. SOLUTION: The permanent gutter (50) having a deep recessed part is fitted and arranged in a recess groove (4) formed horizontally on the horizontal substrate material (2) of a roof, a veranda or the like. A plurality of strip-like metal-made outer surrounding plates (8) are adjacently arranged on the substrate material (2), and rainwater leaked from the joining part of the adjacent outer surrounding plate (8) is received by the permanent gutter (50). A gentle inclination is formed along the longitudinal direction on the bottom wall part (50a) of the permanent gutter (50), and rainwater in the permanent gutter (50) flows in the direction of rainwater draining along the inclination of the bottom wall part (50a).
