PROBLEM TO BE SOLVED: To stabilize the level in a circulating water tank. SOLUTION: The circulating water tank 15 is connected via a raw water supply line 17 having a pump 16 to an inlet 3 of an internal circulation type reactor 1 which subjects the raw water 6 introduced from the inlet 3 to a cleaning treatment by anaerobic bacteria consisting mainly of methane fermentation bacteria. A gas-liquid separator 24 connected via a treated water take-out line 19 to a treated water take-out port 4 is installed to the outside of the circulating water tank 15. The bottom end of the gas-liquid separator 24 and the circulating water tank 15 are connected by a circulating water line 27 having a circulating water volume regulating valve 26. The equipment is provided with a controller 27 for changing the circulating water volume by regulating the opening degree of the circulating water volume regulating valve 26 in accordance with the detection signal of a level gage 28 for detecting the raw water level in the circulating water tank 15. The raw water level of the circulating water tank 15 is controlled by the circulating water to be returned to the circulating water tank 15.
