PROBLEM TO BE SOLVED: To strictly brake rotation of a roll, and to optimally keep running tension of continuous paper. SOLUTION: This roll braking device for a rotary press pulls the continuous paper W out of rolls WR, WR and runs it. The roll braking device comprises a braking part 2 comprising a rotor 25 provided for a support member 1 and frictional plates 24 that are placed at a plurality of positions along the outer periphery of the rotor 25 and contactable and separable from the rotor 25 at the respective positions, a contact/separation changeover part 3 for controlling a contact/separation operation of the frictional plates 24 in relation to the rotor 25, a contact force adjusting part 4 including a tension detector 41 for detecting the running tension of the continuous paper WR and adjusting a contact force of the frictional plates 24 to the rotor 25 responsive to the change of the running tension detected by the tension detector 41, an outer diameter detector 5 for detecting an outer diameter of the roll WR, and at least an operation controller 6 for exchanging the changeover part 3 when the outer diameter of the roll WR detected by the outer diameter detector 5 reaches a predetermined diameter.
