PROBLEM TO BE SOLVED: To provide a treatment agent for rendering heat exchanger fin materials hydrophilic which excels in hydrophilicity and corrosion resistance and can form a film having excellent frost prevention. SOLUTION: The treatment agent for rendering a heat exchanger fin material hydrophilic comprises (a) colloidal silica, (b) polyvinyl alcohol, (c) a neutralized resin in which at least part of the carboxyl groups of a high acid value acrylic resin having a weight average molecular weight of 3,000-300,000 and a resin acid value of >=400 mgKOH/g has formed a salt with an alkali metal or an alkaline earth metal. A method of rendering a heat exchanger aluminum fin material hydrophilic comprises coating the treatment agent for rendering the heat exchanger fin material hydrophilic on the surface of an aluminum fin material and baking the coated film to form a film having a dry thickness of 0.2-5μm.
