PROBLEM TO BE SOLVED: To provide a constitutive groundsill which is effective for lateral deflection during earthquake or the like at soft ground where liquefaction phenomenon occurs easily in foundation work, groundsill constitution and floor framing constitution in which the constitutive groundsill is arranged in module dimensions with an independent constitutive groundsill receiving equipment on the foundation comprising reinforced concrete construction built flush, on which a structural groundsill beams are combined together in the module dimensions in the same manner, groundsill members are fixed to the top of the structural groundsill beam and the floor framing is assembled and assembled in one united body and constructed flush. SOLUTION: A foundation consisting of a reinforced concrete structure is formed, the constitutive groundsill receiving equipment is loaded to its top, the groundsill members are fixed to the configuration groundsill receiving equipment at the constitutive groundsill, and the constitutive groundsill receiving equipment is arranged on the foundation comprising reinforced concrete construction in the module dimensions as the feature of this constitutive groundsill.
