PROBLEM TO BE SOLVED: To easily regulate a water discharging rate when performing various types of works such as washing while discharging water from a discharging device in a kitchen. SOLUTION: The inside of a water discharging pipe 18 is formed partially in a double tube structure, and first and second branch paths 32A and 32B are formed in the respective tubes. A flow regulating valve 34 having a valve disc 36 for opening and closing the opening 40 of the first branch path 32A is installed in the water discharging pipe 18, a flow regulating control part 24 is connected to the flow regulating valve 34, and the water discharging rate from a water discharging port 19 is varied stepwise based on the opening and closing of the opening 40 by the valve disc 36.
