PROBLEM TO BE SOLVED: To separate and recover hydrochloric acid and oils from an organic chlorinous resin such as vinyl chloride resin generating hydrogen chloride (hydrochloric acid). SOLUTION: A dechlorination device 2 for heating the organic chlorinous resin to 300-350 deg.C to separate chlorine gas is separated from a gasification reformer 8 for heating the residue of the device 2 to 400-450 deg.C in a catalyst 9 to decompose and recover the oils made low-molecular, the chlorine gas separated in the dechlorination device 2 is cooled with water in a hydrochloric acid recovering device 4 to recover hydrochloric acid. A part of the oils are evaporated, the combustion gas is burned in a gas combustion chamber 15, and the waste combustion gas is reutilized as a heat source in various places. Consequently, the system is easily made highly efficient, the constitution is simplified and made compact, the cost is lowered, and energy is saved.
