PROBLEM TO BE SOLVED: To prepare a carboxyl group-containing polyethylene based resin dispersion having excellent dispersion stability and, simultaneously, good chemical resistance and adhesion, and a battery binder resin composition having good chemical resistance and adhesion which uses the carboxyl group-containing polyethylene based resin dispersion having excellent dispersion stability and, simultaneously, good chemical resistance and adhesion. SOLUTION: The carboxyl group-containing polyethylene based dispersion is obtained by dispersing a carboxyl group-containing polyethylene based resin into an organic solvent containing a nitrogen-containing solvent as the essential component, and the battery binder resin composition uses this carboxyl group- containing polyethylene based resin dispersion.
