PROBLEM TO BE SOLVED: To provide a manufacturing method of steel with which oxygen concentration in the manufactured steel can be restrained to a low level. SOLUTION: In the manufacturing method of the steel by receiving molten steel melted in a melting furnace into a ladle and casting into a mold after performing heating-up and refining and degassing treatment in the ladle, the heating-up in the ladle is performed before and after performing the refining and degassing treatment, and in the former heating-up, the temperature of the molten steel subjected to the refining and degassing treatment is regulated to be lower than the casting temperature, and in the latter heating-up, the temperature of the molten steel subjected to the refining and degassing treatment is regulated to be the casting temperature.
