PROBLEM TO BE SOLVED: To provide an easy disaggregating water-resistant board which shows outstanding water resistance and disaggregating properties and can be recycled as a paper raw material. SOLUTION: A plurality of layers of a board to which a wet strength agent is added are laminated to obtain a board body 1 and a synthetic resin film for preventing water penetration from occurring, is laminated on both faces of the board body 1 and further, the water resisting forces of the wet strength agent and the surface laminated layer are balanced to minimize the consumption of the wet strength agent. Thus the water-resistant strength of the board body 1 after soaking the board body 1 in water for maximum six hours, is equivalent to 40% or more of the dry strength. Further, the board is disaggregated by a pulper on condition that the paper density be 3% and the diaggregation time be 20 minutes and thereby the disaggregation properties indicate that the residual rate of pulp on a screen with 0.76 mm mesh is 7% or less.
