PROBLEM TO BE SOLVED: To always accurately detect a trouble in the opening state of the inlet throttle valve of a diesel engine without exercising an adverse influence on peripheral environment. SOLUTION: Decision on the trouble of an intake throttle valve opening during operation of a diesel engine and closed during a stop of operation is executed such that immediately after a stop of operation occasioned by OFF operation of an ignition switch and after a lapse of a time KTAFL starting therefrom, intake air amounts AFSH and AFSL detected by an intake air amount sensor are respectively read and a deviation (a change amount) therebetween is calculated, and when the deviation is lower than a trouble decision value KDAFL, a trouble is decided (220-260). Further, announcement of a trouble is executed (270-310) when the number of trouble deciding times is counted by a trouble counter and its value exceeds the number KCAFL of trouble deciding times. As a result, since there is no need to effect decision of a trouble in a state that fuel injection is left continued like a conventional device, a trouble of the inlet throttle valve is decided without exercising an influence on peripheral environment.
