PROBLEM TO BE SOLVED: To provide a device capable of reforming city water having a difficulty as service water for laundry and washing to adequate service water. SOLUTION: A reforming tank 18 is internally provided with a water permeation layer 7 consisting of ion exchange resin particles and tourmaline particles. The top end of a water collecting pipe 9 of which the bottom end communicates with the water permeation layer 7 on the lower side thereof and a raw water supply port 6 disposed on the upper side of the reforming tank 18 are communicated with a raw water path, drain path, a treated water outlet and a regenerated water tank 11 via a selector valve 5.
