PROBLEM TO BE SOLVED: To provide a heat insulation structure of an exterior wall capable of effectively preventing a vertical wall face from thermally expanding and warping, then, cracking by bringing the vertical wall face made of concrete in a construction such as a building or a fence to a condition that it is not directly exposed to the sun, as a result, eliminating repair of the exterior wall to greatly reduce the repair cost. SOLUTION: A heat insulation panel material is installed on a vertical wall face of a construction such as a building or a fence through a locking tool in a state that it is slightly separated from the vertical wall face to constitute the heat insulation structure of an exterior wall.
