PROBLEM TO BE SOLVED: To prevent stem and leaf parts after release from being caught by spokes and axle bearings of driving wheels and from winding on the spokes and the axle bearings when the stem and leaf parts after cutting are released from a space between a machine body and the driving wheel at one side. SOLUTION: A plate is fitted to at least the internal circumference of the driving wheel at the stem and leaf release side.
