PROBLEM TO BE SOLVED: To provide a technique for safely storing high temperature, high pressure gas or liquid in a rock mass or underground at a low cost without restricting the location and the temperature, etc., of the gas or liquid to be stored. SOLUTION: Assuming that the high temperature, high pressure gas or liquid is stored in a cavity 2 under a prescribed temperature, the compression stress caused by thermal stress generated in a rock mass R surrounding the cavity 2 is calculated and when the gas or liquid is actually stored in a cavity 2, the pressure of the gas or liquid is regulated so as to balance the tensile stress supposed to be generated in the rock mass R, when the pressure of the gas or liquid is acted on the inner wall of the cavity, with the compression stress.
