SOLUTION: In the cleaning performed by arranging plural electrode bodies 13 and 14 composed of at least 2 different kinds of metals having different standard electrode potential in flowing water and flocculating fine materials in the flowing water by the electrode body, the electrodes composed of the different kinds of the metals are joined by caulking.
