PROBLEM TO BE SOLVED: To efficiently remove a suspended matter in a suspension by adding the optimum quantity of a pH adjuster and an inorganic flocculant in an alkali degreasing waste water (raw water) to form coarse floc. SOLUTION: The flow rate and the pH of the raw water introduced into a pH adjusting vessel 3 are measured and the correlation between the optimum pH value of the suspension in the pH adjusting vessel 3 and a required inorganic flocculant adding concentration, which are fixed corresponding to the pH value of the raw water, are respectively obtained previously and the suspended matter in the suspension is efficiently flocculated to form the coarse floc by adding the pH adjusting agent and an inorganic flocculant to have the optimum pH and the required inorganic flocculant adding concentration in the suspension in the pH adjusting vessel 3 using the correlation.
