PROBLEM TO BE SOLVED: To provide a water-retaining and draining block which is useful for plantation and is used, when the plantation is applied to the inclined surface of an artificial ground or the like. SOLUTION: This water-retaining and draining block characterized by having an upper surface 2, a front side surface 4 and a rear side surface 4 continued to the front and rear edges of the upper surface 2, respectively, a right side surface 5 and a left side surface 5 continued to the right and left edges of the upper surface 2, respectively, and an inclined bottom surface continued to the lower edges of the front and rear side surfaces and the right and left side surfaces, respectively, forming the longitudinal cross section in an approximately trapezoidal shape, forming at least one water-storing portion 8 on the upper surface 2, and forming one or more drain passages 71 on the inclined bottom surface from the rear end to the front end.
