PROBLEM TO BE SOLVED: To provide the method of manufacturing an elasto-plastic damper capable of obtaining the elasto-plastic damper and reducing the man-hour requiring the manufacture of the damper compared with the conventional damper (described in publication number: 03-229027 and examined application number: 07-6567) and also having the durability equivalent to the conventional damper. SOLUTION: The elasto-plastic damper is manufactured such that it is installed in the horizontal displacement position of a structure, and when bending moment is applied by the horizontal displacement of the structure, intensity gradient is formed in the height direction of the elasto-plastic damper so as to reach an elastic region at almost the same time over the whole region in the height direction of the elasto-plastic damper, and by heat treating each part in the height direction of the elasto-plastic damper by varying the heat treatment temperature, the intensity gradient is formed in the height direction of the elasto-plastic damper.
