PROBLEM TO BE SOLVED: To provide a compound flame-retardant comprising a non-bleeding organic halide-based flame-retardant and a hydrocarbon-based resin, and to provide a flame-retardant resin composition into which the compound flame retardant is compounded and which has excellent flame retardance, mechanical strengths and thermal deformation resistance. SOLUTION: This compound flame-retardant characterized by comprising (A) an organic halide-based flame-retardant and (B) a hydrocarbon-based resin containing a component originated from an aromatic monomer in an amount of >=50 wt.% and a softening temperature of 70 to 140 deg.C, in that the components (A) and (B) are solid solutions, respectively, and in that the weight ratio of the temperature (B) to the component (A) is 0.01 to 2.0. The compound flame- retardant is compounded into a resin.
