PROBLEM TO BE SOLVED: To obtain a locally decoloring composition harmless for the human, useful for decoloring the skin, the hair of human body or scalp. SOLUTION: This composition is obtained by compounding a combination of N-ethyloxycarbonyl-4-aminophenol and at least one selected from arbutin or its derivative and/or ellagic acid or its derivative in a physiologically acceptable medium.
