PROBLEM TO BE SOLVED: To obtain a hair growing and restoring agent composition which not only necessitates a short period of time until hair growing and restoring effect is exerted but also exhibits very excellent hair growing and restoring effect. SOLUTION: This hair growing and restoring agent composition features including (A) at least one kind of compounds selected from fatty acids bearing an odd number of carbon chain length, derivatives of the fatty acids, aliphatic alcohols bearing an odd number of carbon chain length or derivatives of the aliphatic alcohols and (B) a polyphenol.
