PROBLEM TO BE SOLVED: To eliminate problems of extreme difficulty in cutting a flange member for fixing an evacuation tube introduced by an operation of intestines, for example, from an elastic sheet by means of a knife or scissors, and irregularity of an outer circumference etc., of the obtained flange member because of variety of the flange members caused by different evacuation tube diameters based on conditions of human bodies and evacuation parts in guiding the evacuation tube to a containing bag outside the human body for receiving evacuated matter. SOLUTION: An elastic plate 9 provided with a center hole is set on a rest 10 having a shaft part 8 to the center hole, and a cutting operation means provided with an inner hole to receive the shaft part 8 and a circular cutting blade around the inner hole is operated to be rotated around the shaft part 8.
