PROBLEM TO BE SOLVED: To provide a highly water-absorbable composite sheet certainly holding a highly water-absorbable resin in a dry state so as not to separate the same from a base material even if the resin absorbs water to expand in its volume. SOLUTION: In a highly water-absorbable composite sheet wherein a highly water-absorbable resin is distributed on the single surface of a nonwoven fabric base material in such a state a part thereof is infiltrated in the gaps of the base material and the other part thereof is exposed to the surface of the base material, the surface of the exposed highly water-absorbable resin is coated with a fiber net-like double hot melt layer consisting of a first dense mesh fiber net-like hot melt layer and a second relatively coarse mesh fiber net-like hot melt layer.
