PROBLEM TO BE SOLVED: To provide a seedling box-arranging device which can prevent the wheels of a seedling box truck from derailing a positioning frame and prevent the movement of the positioning frame to arrange the seedling boxes at right positions, and to provide a seedling box-carrying vehicle which has a simple mechanism and can lift or lower a lifting or lowering stand. SOLUTION: This seedling box-arranging device 1 provided with a travel truck 3 which can travel on rails laid on the ground surface and with a positioning frame 5 which is supported on the travel truck and is used as a standard for positioning the seedling boxes, when the seedling boxes are arranged on the ground surface on the sides of the rails 2, characterized by disposing a seedling box truck 8 which loads seedling boxes and moves on the positioning frame 5, disposing derailing-preventing tools 49, 50 which are used for preventing the wheels 44 of the seedling box truck 8 from derailing from the position frame 5, and preferably further disposing movement-controlling means for controlling the movement of the travel wheel 3 on the rails 2.
