PURPOSE:To obtain a natural moving picture with less flickering by setting a weighting coefficient to an input picture signal and giving processing corresponding to the movement data. CONSTITUTION:When an input picture signal VI corresponds to a moving picture, movement data to indicate the direction and the size of the movement of the moving picture are formed by a movement detecting means 4. Then, a signal such that the fixed part of the original input picture signal is averaged in the direction of the movement of a picture element as the output picture signal of the picture element to be a processing object by weighting and adding the fixed part of the input picture signal VI by a weighting coefficient set corresponding to the movement data. Thus, unnatural flickering and so on are not generated in a picture obtained by reproducing an output picture signal as a whole. |
