摘要 1. A stationary control unit of traffic condition information system, comprising one or several computers for identifying vehicles, server with a monitor for controlling and searching of vehicles in the database connected to one or several identifying computers via a local computing network, video cameras connected to one or several identifying computers and mounted in the control zone above the road way and inclined downwards relative to horizontal plane, characterized in that comprises two control units, illuminants and lane and traffic direction divider are positioned near the roadway at a predetermined distance from each other, at one of said control units said identifying computers, a server with a monitor and a local computing network are arranged, said illuminants and lane and traffic direction dividers together with said video cameras are positioned in the control zone, which is a conventional rectangular, covering a local roadway part between said control units, wherein at least one video camera is mounted in zones opposite to the diagonal of the conventional rectangular angles of the control zone, which is delimited by a corresponding lane and traffic direction divider positioned along the roadway enabling to delimit the oncoming traffic by the length of its pathway, which is equal or exceeds the length of a conventional rectangular side of the control zone oriented along the roadway. 2. The stationary control unit of traffic condition information system of claim 1, characterized in that said illuminants are positioned so as enabling to form vertical concentrated light flow with non-homogenous distribution of its intensity along the roadway being controlled within the control zone, so that the maximum light intensity falls at areas of the video cameras surveillance. 3. The stationary control unit of traffic condition information system of claim 1, characterized in that said illuminants are designed enabling to emit light of the infrared spectrum. 4. The stationary control unit of traffic condition information system of any preceding claim, characterized in that said system is provided with a video observation system, a telephone communication system and a telecommunication system are mounted at the control unit, said telecommunication system is connected on one side to the video observation system, the telephone system and to said local computing network via multiplexer, and on the other side is connected to the central database for a vehicle being searched and a device for stopping the vehicle. 5. The stationary control unit of traffic condition information system, comprising one several computers for identifying vehicles, server with a monitor for controlling and searching of vehicles in the database associated via a local computing network, video cameras connected to one or several identifying computers and mounted in the control zone above the road way and inclined downwards relative to horizontal plane, characterized in that comprises one control units, illuminants and two lane and traffic direction dividers, wherein at the control unit said identifying computers, a server with a monitor and a local computing network are arranged, said illuminants and two lane and traffic direction dividers together with said video cameras are positioned in two corresponding control zones, which are two conventional rectangulars, covering two local roadway parts arranged on both sides of said control unit, wherein each control unit is delimited by a corresponding lane and traffic direction divider positioned along the roadway enabling to delimit the oncoming traffic by the length of its pathway, which is equal or exceeds the length of a conventional rectangular side of the control zone oriented along the roadway. 6. The stationary control unit of traffic condition information system of claim 5, characterized in that said illuminants are positioned so as enabling to form vertical concentrated light flow with non-homogenous distribution of its intensity along the roadway being controlled within the control zone, so that the maximum light intensity falls at areas of the video cameras surveillance. 7. The stationary control unit of traffic condition information system of claim 5, characterized in that said illuminants are designed enabling to emit light of the infrared spectrum. 8. The stationary control unit of traffic condition information system of 5, 6, 7 claims, characterized in that said system is provided with a video observation system, a telephone communication system and a telecommunication system are mounted at the control unit, said telecommunication system is connected on one side to the video observation system, the telephone system and to said local computing network via multiplexer, and on the other side is connected to the central database for a vehicle being searched and a device for stopping the vehicle.
